Japan Launches Free Domestic Flights for Tourists

Japan combats overtourism in Tokyo and Kyoto by offering free domestic flights to UK and European travellers. The Japan National Tourism Organisation and All Nippon Airways (ANA) introduced the initiative to encourage visits to lesser-known regions. The program runs from 24 November to 31 January 2026 and aims to relieve pressure on crowded destinations while boosting regional tourism.

The “Stopover & Add-on Free Fare” deal lets eligible economy passengers book up to two free domestic flights with any international booking by 31 January. ANA allows travellers to schedule these flights anytime after 31 January. Passengers can travel to Tokyo, Hiroshima, Aomori, or the Izu Peninsula while paying the same airfare. ANA says the scheme enables multi-stop itineraries at no additional cost. Taxes and fees still apply, and availability depends on dates and flights. Travellers can book through travel agents, ANA offices outside Japan, or directly via ANA.

    Shifting Tourists to Regional Destinations

Tokyo and Kyoto have struggled with rising tourist numbers in recent years. Japan welcomed a record 36.9 million visitors in 2024. Surveys indicate over 90 per cent of travellers want to explore regional areas, yet fewer than 10 per cent actually do. Japan now focuses on redistributing tourists to under-visited locations using incentives like the ANA free flight program.

The initiative grants access to more than 40 ANA hubs, Japan’s largest domestic network. This access simplifies planning for multi-stop trips and reduces travel costs. Officials expect the program to stimulate regional economies and encourage tourists to explore beyond major cities.

    Encouraging Authentic Travel Experiences

ANA aims to guide travellers toward quieter destinations while easing congestion in popular hotspots. The airline believes the campaign promotes authentic travel experiences by connecting visitors with lesser-known regions. By offering free domestic flights, Japan encourages responsible tourism, supports regional communities, and balances tourism across the country.
